Common drain problems in Manchester homes

Manchester’s large age-restricted communities date from the late 1970s, so their drain lines are approaching fifty years old and typically run short and shallow to the main. Shallow pipe under five decades of mature pines means root intrusion is the most common defect we camera here, usually caught with wipes and paper that will not break down. Most of those lines are very much saveable.

Drain and sewer service in Manchester, NJ

Manchester has the oldest population of any township we serve and a housing stock dominated by retirement communities built in a narrow window of years. That combination produces a very particular set of drain problems, and a municipal ordinance that was amended as recently as 2024 to deal with the other half of the picture.

What we handle in Manchester

Fifty-year-old retirement community plumbing

Crestwood Village in the Whiting section began development in 1977 on roughly 260 acres, and Manchester carries several large age-restricted communities of broadly that era. Those homes are now approaching or past fifty years old, and their drain lines are the original ones.

Two things about that vintage matter. First, mid-to-late 1970s construction sits right at the changeover from older pipe materials to modern PVC, so what is under one street is not necessarily what is under the next. Second, and more particular to age-restricted housing, these are small single-story homes on slabs or shallow foundations with short, shallow runs to the main, and shallow pipe is more exposed to root activity from the mature pines and landscaping that have grown up around these communities over five decades.

Root intrusion in a shallow, fifty-year-old lateral is the single most common thing we camera in Manchester. It is also among the most fixable. Roots enter at a joint, form a mat that catches paper and grease, and the homeowner experiences a line that gradually slows over months. Cut properly and jetted, and with the entry point identified so it can be repaired or monitored, that line has plenty of service left.

The other everyday factor here is what goes down the drain. Wipes, cotton products and paper towels do not break down, and they catch on exactly the root mats described above. In a community of shallow older laterals that combination accounts for a large share of emergency calls.

The 2024 septic conversion rule

Manchester also has one of the more specific septic-to-sewer ordinances in the county, amended in March 2024. Under Chapter 430 of the township code, property owners along a street or easement where a sewer main or lateral is available must disconnect from septic and connect to the public system, with ninety days to pay the connection fee and a hundred and eighty days to complete the connection. The work must comply with the Manchester Division of Inspection and the Ocean County Health Department, and violations carry fines up to a thousand dollars.

The code also requires new subdivisions in areas slated for public sewer within six years to install capped sewers ready for connection.

If that notice has landed on your street, the practical work is a new lateral from the house to the main, abandonment of the tank to state and local requirements, and often some remedial work on interior drain lines that spent decades on a septic system. We camera the new run before and after backfill so you have a record of what you paid for.

Sewer, water and where they come from

Manchester’s utilities department maintains more than a hundred and thirty-seven miles of public sanitary sewer and nine pumping stations, with wastewater treated at the Ocean County Utilities Authority Central plant. The township runs its own water utility in eastern and western service areas, the western area serving Whiting from wells in the Cohansey and deeper aquifers, with published hardness in the range of 72 to 96 milligrams per liter. That is moderately hard and unremarkable for a drain line.

About The Area

About Manchester Township

Manchester lies within the Pinelands Area and has the oldest median population of any township in this service area, shaped by its large age-restricted communities. Whiting is its best-known section, and Crestwood Village, begun in 1977 on around 260 acres, is among the largest of the retirement developments. The township utilities department maintains over a hundred and thirty-seven miles of sanitary sewer and nine pumping stations, with treatment at the Ocean County Utilities Authority Central plant. Manchester also runs its own water utility across eastern and western service areas, and parts of the township remain on individual septic systems.

Manchester FAQ

Manchester drain & sewer questions.

Why do drains in Crestwood Village and Whiting block so often?

Roots, mostly. These are largely late-1970s homes with short, shallow runs to the main, and fifty years of mature pines and landscaping have grown up over them. Roots enter at a joint, form a mat, and that mat catches paper, wipes and grease. The line slows over months rather than failing suddenly. Cut and jetted properly, with the entry point located, most of those lines have plenty of service left.

My street is being connected to public sewer. What does Manchester require?

Under the township ordinance, amended in 2024, owners along a street or easement with an available sewer main or lateral must disconnect from septic and connect to the public system, with ninety days to pay the connection fee and a hundred and eighty days to complete the work. It must comply with the Manchester Division of Inspection and the Ocean County Health Department, and fines run to a thousand dollars.

What should I not put down the drain in an older Manchester home?

Wipes of any kind, including those sold as flushable, plus cotton products, paper towels and cooking grease. In a shallow older lateral with any root activity at all, those items catch on the root mat and build a blockage quickly. In a modern deep PVC line the same items often pass. It is the combination of old pipe and modern products that causes the emergency call.

Is Manchester water hard enough to affect my plumbing?

Not significantly. The township’s western service area, which covers Whiting, publishes hardness in the range of 72 to 96 milligrams per liter, which is moderately hard and unremarkable. It leaves some scale on fixtures over time but is not a meaningful cause of drain blockages here. Roots and non-flushable products are the real drivers.

Which parts of Manchester do you cover?

The whole township, including Whiting, the Crestwood Village communities and the outlying areas still on septic. See our full service area.

We recently had our sewer line repaired by Just Drains and the entire experience was excellent from start to finish. The crew was professional, knowledgeable, and took the time to explain the process. They arrived when promised, completed the work efficiently, and left the area clean when they were finished. Highly recommend!

We had to call Just Drains last Sunday. Within an hour, Paul was here. He was able to unclog our line but found a place it was catching. They were able to get a guy here with a camera in the next hour and found our pipe was crushed. A crew was here shortly and spent the next 5 hours hand digging to our crushed pipe. They got the work done, all on a Sunday, and were such kind, friendly guys.

A company who actually means that they’re 24/7 service! I called for an emergency at 11:30pm for a clogged toilet and drain. Within 2 minutes, a text came through stating a technician, Tim, was on the way. He called me directly and gave an ETA, and in less than an hour he arrived. Super friendly, and he saved us from disaster.
